Carter was an individual who served the New Republic as a sentry in 6 ABY at Rogue Squadron's base on the planet Talasea. During an Imperial raid on Talasea designed to eliminate Rogue Squadron, an elite New Republic starfighter squadron, Carter was killed along with five other sentries, which included Pirgi, as well as Rogue Squadron pilot Lujayne Forge. Shortly after, a memorial was held on the EF76 Nebulon-B escort frigate Reprieve. At the memorial, Commander Wedge Antilles of Rogue Squadron spoke in commemoration of those who were killed during the raid. Shortly after the speech, the bodies of Carter, along with the other five sentries and Forge, were placed into caskets and sent drifting towards Talasea's sun, Morobe.
