The Eleventh Fleet was active at the time of the Lothal campaign in 1 BBY. Commodore Karyn Faro, captain of the Imperial Star Destroyer Chimaera, was originally set to assume command of Task Force 231, although Imperial High Command failed to meet their deadlines for her pre-command orientation. In truth, Faro's commander, Grand Admiral Thrawn of the Seventh Fleet, had requested to Imperial High Command that Faro be considered to command the Eleventh Fleet. A few weeks later, Thrawn's request had been approved by High Command.
On the day of the approval, the Grand Admiral told his subordinate that he had intentionally been preventing her move to Task Force 231. Thrawn, who had taken Faro as his protégé, believed that she was better than the leader of a task force and revealed that he had requested Faro to be considered for command of the Eleventh Fleet, which he believed could lead to a promotion from her rank of commodore. He added that Imperial High Command had approved his request earlier that morning, with Faro due to leave the Chimaera upon its return to the planet Lothal and head to the planet Coruscant for orientation on her new command.
The Eleventh Fleet was set to be commanded by Karyn Faro, who was cited by her commanding officer, Grand Admiral Thrawn, as having superior skills as an administrator, tactician, officer, commander, and political agent.
The Eleventh Fleet was mentioned in Timothy Zahn's 2019 novel Thrawn: Treason, the final installment of the Star Wars: Thrawn trilogy.
