The Galactic Congress was an assembly hosted by the Rebel Alliance following the Battle of Endor to determine the fate of the post-Imperial galaxy. Han Solo and Chewbacca invited the leaders of the world, Zhotta 3 to attend.
Kaysil Verwood represented the Zabraks of Iridonia and its colony worlds during this congress.
Due to the nature of the storyline in Marvel Star Wars at this time, the Rebel heroes are going from world to world to invite planetary leaders to attend a diplomatic convention of worlds on the Forest Moon of Endor. Since other members that Solo visited, such as in Star Wars (1977) 85, were seen at the First Conference of Free Peoples, it is very likely that the Galactic Congress mentioned in this issue is the same as that conference. As a result, it may be related to the Constitutional Convention.
The New Essential Guide to Alien Species mentions that Kaysil Verwood was the first representative to the "Galactic Caucus of the New Republic". This may be simply another name for this meeting of worlds.
