Joe was a male Human Meatlump who lived on the planet Corellia during the time of the Galactic Civil War. Sometime following the Battle of Yavin, he operated out of the Meatlump Hideout in Coronet City. As a recruiter for the technolohy-hating Meatlumps, it was his job to seek out new members for the gang. In 1 ABY, Recruiter Joe tasked a spacer with traveling the galaxy, and handing out books called the Meatlump Manifesto in order to attract new recruits.

Recruiter Joe was a non-player character in the 2003 video game Star Wars Galaxies, a massively multiplayer online roleplaying game developed by Sony Online Entertainment and published by LucasArts, prior to its closure on December 15, 2011. Recruiter Joe was added to the game as part of the "Meatlumps Theme Park," introduced with "Chapter 10: The Search for the Meatlump King," released on June 19, 2008.
During each server reset, Joe's appearance was randomized, but he consistently appeared as a Human male.
