The Lijuter Congress was the legislature which governed the Houk people, both on their homeworld of Lijuter and on their offworld colonies.
During the Imperial era, the Houk had thirty-one offworld colonies. Each of them had a distinct culture and their own system of government, but they all answered to the Congress on their homeworld.
When the Houk dealt with other societies, they tended to break treaties, negotiate in bad faith, and go to war without formal declarations. Houk internal politics were just as deceitful.
