Otak'or Meln was a male Twi'lek doctor from Balmorra who designed the Barrager superweapon together with fellow Doctor Ortis during the Cold War. After the reconstituted Sith Empire took over Balmorra, Meln and Ortis were thrown into Gorinth Brig, while the Barrager was left unfinished. In 3642 BBY they were rescued from imprisonment by a Republic citizen and provided their help in getting the now complete Barrager into Republic hands.
