The Prime Minister was the leader of the Tapani Federation that governed the Tapani sector. The position was created when the Tapani Empire fell to a military coup and the Federal era began in 11,139 (Tapani Calendar). During this time the Prime Minister was elected by a Parliament.
The person who held this title during the Imperial era led the Great Council, the Tapani Senate and the Council of Ten. They were elected to the position by majority vote in the Great Council. To achieve the required number of votes in the council, a prospective Prime Minister had to assemble a coalition among its members. Elections were traditionally held once every five years or when there was a radical shift in the balance of power, but the council was theoretically able to call for new elections at any time.
