Quelev Tapper headed an organization of smugglers that profited from the collapse of the Galactic Empire following the Battle of Endor. In 6 ABY, the organization was entrenched in Imperial territory and a local governor authorized an assault forces to destroy the group's headquarters. Talon Karrde came to Tapper's aid, and the remnants of Tapper's organization—about a quarter—were merged in with Karrde's organization.
