A republic is a system of government in which citizens are ruled by elected officials. The concept of a republic, and by extension, democracy due to the heads of state being appointed by the people and having limited powers before a plurality, is generally considered antithetical to an empire largely because the latter concept has an absolute head-of-state ruling over everything with little input by the citizenry.
