Security Condition One was a law enacted by the Galactic Empire prior to the Gorse Conflict. It called for the identification and apprehension of known agitators within mining work forces. During his inspection of the Gorse system, the Imperial Count Denetrius Vidian ordered the arrest of forty-six miners for "agitation" on the mining moon of Cynda under this law.
