Ulicia was a drab industrial world located in the Ulicia system of the Outer Rim Territories. The planet was part of the Trans-Hydian region's Corporate Sector and was situated on the fringes of the Thandon Nebula, an area of space that the Corporate Sector Authority had struggled to develop.
Positioned near the planet Abo Dreth, Ulicia was connected to the Atchorb system by the hyperlane known as the Shaltin Tunnels, while another hyperlane linked the planet to the Abo Dreth and Perin systems. Additionally, Ulicia served as the last point on these hyperspace routes before leaving Corporate Sector borders and entering Wild Space and Trianii Space, respectively.

Tasked with capturing a prisoner named Naven Crel from the Commex corporation at Ulicia and bringing him back to the Direx Board, the Corporate Sector Authority's ruling body, CSA executive Hart-and-Parn Gorra-Fiolla traveled to the planet in the year 0 ABY, shortly after the Battle of Yavin. After successfully recovering Crel, who was imprisoned in Commex's headquarters, Fiolla barely escaped Ulicia aboard her starship, the Tydia Rish.
The planet Ulicia contained the headquarters for the Commex corporation.
Ulicia was first mentioned in the short story "Priority: X," written by George R. Strayton and published in Topps' Star Wars Galaxy Magazine 12 in August 1997. The 2009 reference book The Essential Atlas placed the Ulicia system, and therefore the planet Ulicia, in grid square S-3.
