This Imperial Lieutenant served the warlord Jerec while Vengeance Battle Group occupied the planet of Ruusan in 5 ABY. He led an inspection of the transport High Hauler, which had arrived at the planet without the necessary recognition codes and was claiming to have a cargo of proton torpedoes aboard.
The Imperial Lieutenant was serving on Jerec's flagship Vengeance in Hoth's Brand system when a transport exited hyperspace to the star system. He hailed the ship demanding confirmation codes, but the acting captain had none, as he was actually an engineering officer assuming command after a Rebel Alliance attack; in reality they were New Republic agents who came to stop Jerec's operations on Ruusan.
Although the Imperials initially threatened to destroy the High Hauler, the mention of the proton torpedoes forced them to change their mind, as the group had half the needed ordnance. They dispatched a boarding party with the Lieutenant and some Stormtroopers to inspect the ship's condition and secure the torpedoes, which, in fact, were defective and would explode in the launch tube if used.
He arrived to the High Hauler on an assault shuttle docked to the bay and met with the acting captain "Hortu Agar"; Seeing the ship's condition, he believed the man's story and what they had been through, but pointed out that his groups is in a and off-limits.
In the following fourty-five minutes a Lieutenant with Stormtroopers inspected the bridge, the engineering and the hull damage. Back to the bay, the Lieutenant inquired about the HWK-290 light freighter . Satisfied with "Agar"'s explanations, and concurring that everything in the Remnant is in short supply, the Lieutentant was ready to inspect the torpedoes before trans-shipping, but this boring task was skipped when the "warrant officer" alerted that a lighter was ready to dock for transshipment. Twelve load lifter droids loaded the sabotaged torpedoes to the lighter, a process that took three trips.
Before that, "Hortu Agar" requested to make necessary repairs to his vessel and dispatch the Moldy Crow on a series of errands: the delivery of spare parts, the securing of food rations, and a fictional training "mission"; the Lieutenant cleared the ship's transponder signal with flight control on the Vengeance, which allowed the two agents Kyle Katarn and Jan Ors to pass through Ruusan's heavily guarded northern hemisphere.
According to Obota, the Lieutenant seemed a person whom he would find likeable and friendly in different conditions. The Lieutenant showed sympathy for the Haulers story and showed his relief for reaching them after what they thought they had been through. This allowed Obota to scam him; even when he said the story of having acquired the Moldy Crow after losing a shuttle some time ago, the Lieutenant lamented that everything was in short supply.
The Lieutenant appears as an unnamed character in the novella Dark Forces: Jedi Knight and there is a shorter dialogue of him with Obota in the audio adaptation. Other than that, there is a slight difference in timing; whereas in the novella he notices the Crow shortly before leaving, in the audio drama he notices it shortly before arriving.
