White Judgment Seats were a formal setting where Chiss Councilors of the Chiss Ascendancy families rendered official judgment in non-criminal disputes. In 18 BBY, Xodlak family Councilor Xodlak'uvi'vil, core name "Lakuviv," had his Judgment Seat at Redhill Hall in the planet Celwis' Redhill province, where he listened to the complaints of the province's residents. The councilor believed that although it was an impressive title, White Judgment Seats were no more than a "big chair in a big room."
During his time at the Judgment Seat, Lakuviv met with Haplif, a member of the nomadic Agbui species, and his tribe. The Agbui asked Lakuviv for some space to settle temporarily on Celwis, which the councilor allowed.
