Representative Binks
Within the structure of the Galactic Republic and later the Empire, a junior position within a Senatorial delegation existed, known as an Associate Planetary Representative, Junior Representative, or simply representative. These individuals were appointed by the Galactic Representative Commission. Their role was to voice the opinions of diverse groups—political, ethnic, or religious minorities—from their sector, even though only the delegation's senator had voting power. Should the senator be absent from Senate sessions or need a leave, a representative from their delegation would be chosen to act as senator. Similar to senators, representatives were eligible to run for the position of chancellor. The New Republic Senate replaced this role with that of a Legate.
Perhaps the most well-known example is Jar Jar Binks, a Gungan from the Chommell sector, who frequently stood in for Senator Amidala. His most significant act as acting senator, which is still remembered, was his proposal to grant emergency powers to the Supreme Chancellor, a suggestion that received widespread support and applause. Following Amidala's passing and the transformation of the Republic into the Galactic Empire, Binks transitioned to serving as a full senator in the Imperial Senate.
Other representatives of note included figures such as Ainlee Teem, Zil Topur, Moje, Lolo Purs, and Nix Card.
