Given that the Senate itself chose who would succeed them, and the Bakuran government openly favored nepotism, it's reasonable to believe that offspring of current senators and high-ranking officials were prioritized for enrollment at the Academy, or at the very least, received preferential treatment during the admissions process. This was certainly true for individuals belonging to the Captison family.
While Bakura was under Imperial control, those who had completed their studies at the Academy were dispatched to Imperial Center for an extra year of advanced study. This ensured they were thoroughly instilled with Imperial political ideologies.
