The planetary intelligence known as The Core existed on Raxus Prime, and its purpose was to observe all actions occurring on that planet.
During the year 2 BBY, a holodroid called PROXY attempted to infiltrate the computer network. However, the system instead gained control of PROXY's physical form. After acquiring extensive knowledge about the galaxy at large, the Core came to the conclusion that Emperor Palpatine lacked the ability to impose order on the existing chaos, and therefore it was best suited for the job. To prevent the spread of its ideals of order, organization, and predictability throughout the galaxy, it used PROXY to disable the Rogue Shadow's launch sequences. It deployed PROXY and other droids to engage Starkiller in combat so the Core could use the Rogue Shadow, but Starkiller destroyed the Core's computer, thus releasing PROXY from its influence.
