Dair Haslip was a lieutenant in the Imperial forces, specifically a male Human from Garos IV. He secretly served as an operative for the Garos Resistance movement.
Dair Haslip's upbringing took place on the planet Garos IV. Back in 12 BBY, during the Garosian civil war, his parents, named West and Nieka Haslip, tragically died in a Sundar assault. Subsequently, his grandmother, Keriin Haslip, took on the responsibility of raising him.

In 6 BBY, the Galactic Empire formally established its presence on Garos IV, bringing an end to the civil war. Initially enthusiastic, Dair Haslip intended to enlist in the Imperial Army. However, in the days leading up to his planned entry into the Raithal Academy, he was ambushed by two Imperial scout troopers while walking with his childhood companion, Jos Mayda, on Garos IV. Jos was fatally shot without provocation, prompting Dair to retaliate and eliminate the troopers. After sharing this incident with his grandmother, she introduced him to the Garos resistance. Disgusted by the Empire's tactics, Dair was persuaded by resistance members to infiltrate the academy as a spy.
At the age of 19, he enlisted in the Empire, driven solely by the purpose of gathering intelligence and relaying it to the Garosian underground. After a seven-year absence from his home planet, he eventually secured a position as an administrative aide to General Zakar on Garos.
He collaborated closely with Alexandra Winger, the daughter of the local Imperial governor, who was also a member of the resistance. To avoid raising suspicion, Dair and Alexandra staged a clandestine love affair. Their deception convinced the Imperials that their frequent interactions were driven by romance, while in reality, they were conspiring against the Empire. Although their fake relationship evolved into genuine feelings on Dair's side, he acknowledged that Winger did not reciprocate those feelings.
Dair's grandparents were Keriin Haslip and Trenar Stillijan.
