The Elders' Council functioned as a key political body within the Ssi-ruuvi Imperium, existing alongside another council. This body possessed the authority to both create laws and interpret them through judicial proceedings. Its membership consisted exclusively of blue Ssi-ruu individuals.
Working in conjunction with the Conclave, the Council participated in the selection of the shreeftut. Relations between the Council and the Conclave were marked by intense rivalry, as each sought to establish itself as the supreme authority within the Imperium. In many instances, the shreeftut's influence was the only thing that averted an all-out civil conflict.
