Elek D'cel, a male Caamasi with exceptional diplomatic skills, was away from Caamas when it faced destruction. Upon his return to his devastated home planet, he took on the roles of both creator and manager of Refuge City, a revitalization initiative with the goal of making Caamas habitable once more. Typically seen wearing a shimmersilk noble's attire and a long cloak, D'cel kept a breath mask readily available, since he often ventured out of Refuge City for extended, contemplative walks in the desolate lands surrounding the settlement. In line with Caamasi nature, he maintained a calm demeanor most of the time; however, when the burden of overseeing every detail of the Refuge City revitalization project became overwhelming, he would nervously twitch his nose subtly and fidget with his fingers, revealing his anxiety.
