Elo Panil was a Kaminoan scientist of the male gender who was in charge of a project, financed by the Galactic Empire, aimed at developing an amphibious super-weapon. When Red Squadron, a starfighter squadron belonging to the Alliance to Restore the Republic, carried out a mission on Kamino – an event that took place in the months immediately following the Battle of Yavin – Panil was found to be the sole remaining member of staff at the research facility. Panil claimed that the other members of the research group had either escaped from the station or had been killed as a result of the project's success. Following an Imperial attack that led to the research station's destruction, with the station collapsing, Panil was thought to have perished.
