An Emperor's Eye represented a distinguished rank among Dark Side Adepts who demonstrated allegiance to Palpatine. This position held greater authority than that of the Emperor's Hand.
The Emperor's Reach, Emperor's Voice, and the Emperor's Hands served as analogous roles. These "Eyes" were uniquely gifted with the ability to see through the Force and perceive future events. The only individuals to ever hold the title of Emperor's Eye were Merili and Triclops. Palpatine gave the responsibility of instructing one of these individuals to the Prophets of the Dark Side.
The concept initially emerged in Star Wars: TIE Fighter, where the player's character, Maarek Stele, received the title of Emperor's Eye from the Emperor's Secret Order following the completion of a number of assignments. However, the validity of Stele's status is debated, as other sources indicate that only Merili and Triclops ever held the position of Emperor's Eye.
