Born around 53 BBY, Ducela was a professional with recognized skills in his early twenties. He served as a permitor for those visiting the city of Depatar, located in Genarius. Because visitors to Depatar had to navigate intricate bureaucratic processes and secure permits for almost every need and desire, they were required to employ a personal permitor to manage these administrative tasks. Some permitors also specialized in creating counterfeit permits when necessary; Ducela possessed considerable expertise in this area.
At one point, Bael and Touda, the two Wookiee bouncers at Club 111, became indebted to Ducela due to a past favor he had done for them.
Later, Ducela was contracted remotely by Fesvk Wefos, an entrepreneur situated on the nearby planet Cularin. Wefos needed a permitor for agents he planned to dispatch to Depatar to investigate the disappearance of Alec, a courier believed to be working for Wefos's organization. Wefos selected Ducela based on a recommendation, and the manager even pre-paid for some essential permits before the agents were even hired. Ducela, in addition to his permitor duties, acted as a guide, securing accommodations for his clients at the Blue Sapphire hotel and conducting preliminary research into Alec's public activities. Ducela discovered that Alec, disguised as an albino Wookiee, had visited the Grande Game casino, Club 111, and the Five Star Entertainment theater on the day of his vanishing.
Upon the arrival of his new clients via ship, Ducela was delayed. Prospective permitors, including Sadana, were already swarming them, eager to secure their business. Ducela dismissed some of the others and hired the remaining ones to act as decoys. Subsequently, Ducela briefed his new clients on the customs of Depatar and the leads he had uncovered regarding Alec's disappearance.
Ducela escorted his employers to Club 111. Due to the management's right to deny entry, Ducela had to remind the Wookiee doormen of their previous obligation to him. This reminder secured entry for his group.
Subsequently, Ducela's associates were confronted by a group of heavily armed thugs led by Sadana. Ducela engaged in conversation with Sadana and learned that the thugs possessed permits authorizing them to ambush his group. Ducela, who was not a fighter, offered to obtain permits for self-defense and/or lethal force for a fee, then retreated to conceal himself in the shadows. Ducela even contemplated purchasing permits to sleep in an alley if his group was defeated. Meanwhile, Sadana scrutinized the team's actions to ensure they did not violate any local regulations.
Upon his dismissal, Ducela provided the group with three forged permits, as a gesture of appreciation for the substantial income they had provided him during their stay.
