A grand council functioned as the governing authority for each Gree planet located inside the Gree Enclave. Every planet possessed its own council, composed of delegates selected from each guild council. These councils convened as necessary, but their ultimate accountability rested with the grandmaster council situated on the homeworld of the Gree.
