Kellian Zell existed on Ord Mantell, a planet, throughout the era known as the Cold War.
Behind the scenes
Game files from Star Wars: The Old Republic indicate that Kellian Zell was originally intended to be part of a Jedi Consular class quest taking place on Ord Mantell. Ultimately, this mission didn't make it into the released version of the game.
