The Master of Port Administration, also designated as the Chairman of Utapau, served as the head of state for the planet Utapau. The position of Chairman was determined through an election process conducted by the Port Administrators belonging to the Utapaun Committee.
At the time of the Battle of Coruscant, Tion Medon had held the role of Utapau's Master of Port Administration for a period exceeding two centuries. He was a member of a respected lineage of Pau'ans, instrumental in forming the world's past. Overseeing the spaceport within the sinkhole of Pau City, he possessed a staff crafted from a rare alloy, known as the Port master's walking stick. Chairman Medon received assistance from his aide, Lampay Fay. The Administrator himself greeted Jedi Master Obi-Wan Kenobi upon his arrival to the city, also alerting him to General Grievous's presence on the Tenth Level.
