Neb Dulo was a Tocoyan individual originating from the desert world of Tocoya. Possessing blue-gray skin and pink [eyes](/article/eye/legends], this Tocoyan was a follower of Davrilat, a complex religious belief system centered around the importance of harmonics. Sometime during the Galactic Civil War period, Dulo made an appearance at the desert palace belonging to the crime lord known as Jabba the Hutt on the planet of Tatooine. Dulo was known to be very protective.

The conceptualization of Neb Dulo can be traced back to the production of the 1983 film, Star Wars: Episode VI Return of the Jedi. It was during this time that the Industrial Light & Magic creature shop designed various alien maquettes for potential inclusion in the Jabba's Palace sequence of the movie. However, this particular maquette was ultimately excluded from the final cut of the film. Later, in 1998, Neb Dulo was immortalized in card form for the Special Edition Limited series of Decipher's Star Wars Customizable Card Game. The card featured an image of the maquette superimposed against a backdrop of Jabba's Palace.
