A parka represents a style of garment specifically designed for use in extremely cold climates.
During the period of the Clone Wars, parkas were issued to non-clone trooper staff whenever they found themselves stationed on planets with freezing temperatures. Jedi Knights such as Obi-Wan Kenobi and Anakin Skywalker donned them while they investigated Glid Station, a Republic outpost that had gone silent on Orto Plutonia. Captain Kendal Ozzel along with Jedi Masters Tauht, Koon, and Fisto were all seen wearing parkas during the Battle of Khorm.
On Rafa V in 5 BBY, Lando Calrissian sported a parka that was electrically heated. This parka included a thermoknob, which allowed the wearer to adjust the level of heating. Emergency Full was the highest possible setting.
Practically all members of the Rebel Alliance who were stationed at Echo Base on the planet Hoth wore parkas of some kind as protection from the incredibly harsh and icy conditions of that world.
