Nevertheless, in 22 BBY, immediately preceding the outbreak of the Clone Wars, the Church of Infinite Perception initiated a counter-revolution, establishing a theocratic government. Given its ambiguous relationship with the Galactic Republic, the Republic was unable to intervene and prevent the violent uprising.
