PGOs, or Political gain operations, represented terrorist strategies employed by the Galactic Empire on planets where allegiance was divided between the Empire itself and the Rebel Alliance. Specifically, specialized units from the Imperial Army would instigate acts of terror, compelling the inhabitants of the planet to seek assistance from the governor. Upon the arrival of Imperial reinforcements, the apprehension of all identified or suspected Rebels would occur, subsequently halting the attacks. This sequence of events would lead the local population to the perception that the Empire had rescued them from Rebel terrorist threats.
