This role came into existence after the Tapani Empire was overthrown in a military coup, marking the start of the Federal era in 11,139 (Tapani Calendar). At that time, the Parliament elected the Prime Minister.
During the Imperial era, the individual with this title presided over the Great Council, the Tapani Senate, and the Council of Ten. The Great Council elected them to the position through a majority vote. A potential Prime Minister needed to form a coalition among the council's members to secure the necessary votes. While elections typically occurred every five years or when a significant power shift happened, the council technically had the authority to initiate new elections whenever they chose.
