Quelev Tapper was the leader of a group of smugglers who gained wealth due to the fall of the Galactic Empire after the Battle of Endor. The group had become well established within Imperial controlled space by 6 ABY, and a governor in that area gave the order for a military strike to eliminate their base of operations. Talon Karrde intervened to help Tapper, and the survivors of Tapper's group, approximately 25%, were absorbed into Karrde's organization.
