Rhain Towith served as an Imperial Moff in charge of the Kadok Regions throughout the era of the New Order. Despite maintaining formal diplomatic relations with Guiteica, Towith struggled to devise a strategy for subjugating the indigenous Bitthævrians, particularly the m'Yalfor'ac Order, to Imperial authority.
