Roogak, an Ithorian male, held the position of captain on the Ithorian Herdship called the Galactic Horizon. The Galactic Horizon once served as the venue for a peace conference sometime in galactic history. During this conference, Roogak's colleague, Dayla Kev, convinced him to permit her to unleash several hazardous organisms onto the ship. This action was part of her scheme to exact vengeance on ambassador Milac Troper.
