The Sector Governance Decree,also called Sector Control Decree, was an amendment to the Galactic Constitutionand was passed by Supreme ChancellorSheev Palpatine of the Galactic Republicapproximately 19 BBY,a brief time before the end of the Clone Wars against the Confederacy of Independent Systems.As its name suggested,it granted Palpatine the authority toestablish a new system of sectorialgovernorship,granting those governors authority within their assigned sectors.Palpatine could direct the newly appointed governors to bring neighboring star systems together into cooperative groups. The Decree also authorized the governors to convert every production facility within their systems into one dedicated to the war effort.The Delegation of 2,000, comprising two thousand concerned political figures, created the Petition of 2,000, which notably called for the decree's abrogation.The governorship system continued throughout the Imperial Era and survived the Imperial Senate, which Palpatine dissolvedin 1 BBY.
