The Security Act amendment, a legislative measure, secured passage through the Galactic Senate with a significant majority on the day following the Battle of Coruscant.
This amendment, in effect, shifted the authority over the Jedi High Council from the Senate's direct control to that of the Supreme Chancellor, thereby granting him the Constitutional power necessary to dissolve the Jedi Order. Furthermore, it eliminated both Jedi and Senatorial supervision of the Republic's military, designating the Supreme Chancellor as the direct commander and bestowing upon him the title of Supreme Commander of the Republic Armed Forces.
Although authored by Palpatine, it was presented by a supportive senator to give the impression that the Senate was compelling him to accept increased power against his own wishes.
