In the year 232 BBY, this role was held by Kalo Sulman, an Artiodac who harbored distrust for those not from Sedri Minor. He leveraged his authority to try and stop the colony's inhabitants from communicating with visiting Jedi who were undertaking an investigation into the recent vanishings.
