Sith Eternal or Sith Order

Considering the Force dyad was foretold long before the time of the New Republic, shouldn't its presence be more connected to the Sith Order rather than the Sith Eternal? My reasoning is that the Sith Order was eradicated with the initial demise of Darth Sidious and Darth Vader during the battle above Endor. It's my opinion that Sidious formed the Sith Eternal following his unexplained reappearance on Exegol, although the precise time of its creation remains unverified.
