The Tatooine Bureau of Ethnicity and Socialization functioned as a subsidiary to the mining operation present on Tatooine during the sixth century BBY. One individual employed by this bureau was Alkhara, an anthropologist studying the Tusken Raiders. He briefly allied himself with them, only to later betray them and form his own criminal organization.
Decades upon decades after the conclusion of Alkhara's reign of terror, the Bureau continued its struggle against isolated groups of Alkhara's adherents, who remained devoted to the anarchy he advocated. In 1 ABY, the Bureau engaged a spacer with the mission of eradicating the last remnants of Alkhara's followers and obliterating all traces of his existence.
