"It's not indicated anywhere in Legends materials that Vowrawn ever took the mantle of Emperor"

Galactic Bulletin: Following the unexpected passing of Sith Empress Acina, Darth Vowrawn, previously a member of the Dark Council, has declared that he is now the Emperor. This freshly appointed Emperor Vowrawn has already stirred controversy by issuing directives to cease all operations on the resource-rich planet Iokath, leading to widespread public discontent. Unconfirmed reports from within the Imperial structure suggest that he may be using this period to consolidate power in preparation for an assault on the Republic and its ally, the Eternal Alliance. It remains to be observed whether the Emperor's pronouncements will ultimately aid the twenty-four Imperial worlds currently facing a resource shortage.
