A 23er

23er was a colloquialism applied to seasoned veterans within Alliance Intelligence.

To become eligible for mandatory retirement, operatives within Alliance Intelligence were required to complete twenty missions in the field. Due to the fact that only about twenty-three percent of agents survived long enough to retire, they became known by the nickname 23er.

Alliance observers included a number of 23ers among their ranks.
