23er was a slang word used to refer to veteran agents of Alliance Intelligence.
Agents of Alliance Intelligence had to perform exactly twenty field assignments before facing mandatory retirement. Statistically, an operative had only a twenty-three percent chance of surviving to reach retirement, which led to the use of the term 23er.
A number of 23ers worked as Alliance observers.
