A collection of groups known as Art existed under the umbrella of the Coalition for Progress, itself a part of the Commission for the Preservation of the New Order's. Within each sector of the Galactic Empire, an Art group operated, tasked with evaluating the acceptability of artistic expressions within that sector. The Art group was widely considered the most hated faction within the Coalition for Progress because it applied the same strict standards of the New Order to diverse artistic mediums, including sand-casting on Tatooine, Cadomai transnovels, Besn participlays, and holosculptures from Ediorung. The majority of species, who had spent thousands of years developing these art forms, felt that the Art group was not qualified to judge their creations.
Art groups were known to issue highly critical assessments of certain artworks, often accompanied by nearby holopanels continuously displaying the negative review. Due to the text's prominent red color, these holopanels were commonly called "scarlets." The phrase "drawing a scarlet" became synonymous with receiving such a negative review, and pieces of art that received such a review were almost certain to become critically acclaimed on numerous planets.
