Bel City was an underwater city on the Outer Rim world of Mon Cala. In 18 BBY, Jedi Padawan Ferren Barr and his group of followers were located in an underwater cave by the Galactic Empire's Inquisitors, led by the Dark Lord of the Sith Darth Vader. Barr and his group fled to Bel City to find a way offworld.
