Brandes was first identified in Rogues Gallery: Naboo's Finest!, an article written by Tim Veekhoven, Kevin Beentjes and Sander de Lange for the 145th issue of the Star Wars Insider magazine. The character was given the surname Brandes to establish a link with Hela Brandes, a background character from Star Wars: Episode I The Phantom Menace. More specifically, Veekhoven, Beentjes and de Lange intended Carlon to be Hela's son.
