Harli Jafan was a female humanoid individual who was the daughter of the planetary director of the planet Jafan. She was tall and hairless, had light blue skin, and delicately webbed fingers.
In 32 BBY, she was sent as an ambassador for her father at a summit hosted by Queen Padmé Amidala of Naboo for the leaders of the Chommell sector. During the welcoming dinner Harli told the story of when she and cousins were caught in a silpath migration, and had to climb a tree to escape. While at the summit she met and befriended Amidala's handmaiden and "shadow" Sabé who she developed mutual romantic feelings for.
Later, Harli invited Sabé and her friends to the Theed Odeon to see the band Neurotransmitter Affection play as one of Harli's cousins sang backup for the band. During the concert Harli handed out glitter-lits to the girls and danced with Sabé. However, Sabé and the others were forced to leave the concert early when they were recalled to the palace by Amidala's head of security Captain Quarsh Panaka.
The next day Harli approached a disguised Amidala, mistaking her for Sabé, and tried to kiss her only for Amidala to recoil hurting Harli. Later Harli sent a hurtful note to Sabé ending their budding relationship. Harli later admitted that because she was a teenager she had reacted poorly to the rejection.
In 22 BBY, Harli worked alongside Amidala's now former handmaiden Saché, who had since become a member of the Naboo planetary legislative assembly, her aide Tepoh and Governor Kelma on Karlinus to investigate the large number of slaves who were being freed and sent there and to find a way to overrule an old Chommell sector bill that called on the other planets in the sector to come to Naboo's aid when asked without specifying how much Naboo could ask for from the other planets.
