"I have spoken" was a phrase from Ugnaught culture, used to indicate when an individual has made up their mind or made a declaration of some form. The phrase saw use as early as the High Republic Era in 229 BBY, when the Ugnaught pilot Belin declared his intention to aid Jedi Master Avar Kriss in helping refugees escape the Nihil-controlled Occlusion Zone and get past the Stormwall. After the plan failed and the two reunited with Master Porter Engle, Belin used the phrase once again when affirming that he would remain by Kriss' side.
In 9 ABY, the Ugnaught Kuiil uttered the phrase on frequent occassion to the Mandalorian bounty hunter Din Djarin, both while assisting him in locating Grogu and while aiding Djarin in liberating Nevarro City from the control of Gideon's Imperial remnant. Later around that same year, Djarin and fellow Mandalorian Bo-Katan Kryze interrogated a group of Ugnaught droidsmiths on the planet Plazir-15, investigating a recent outbreak of haywire and faulty droids in exchange for being granted an audience with a group of Mandalorian mercenaries led by Axe Woves. Djarin utilized the phrase to the Ugnaughts in order to gain their respect and cooperation, invoking the memory of Kuiil while doing so.
"I have spoken" first appeared in "Chapter 1: The Mandalorian," the first episode of the live-action television series The Mandalorian Season One, which premiered on November 12, 2019 on Disney+.
