Jooli was a human noble who served as the chancellor and chamberlain of the planet Shu-Torun for around forty years. In 0 ABY, he served under Queen Trios and the Galactic Empire. After a group of ore-dukes led by Duke Rubix rebelled against the queen and the Empire, the Dark Lord of the Sith Darth Vader led Imperial forces against the insurgents. The chancellor tried to keep Trios safe from the war, claiming that her position was ceremonial and that she should not participate in the battles.
During the conflict, the queen decided to attack Rubix's citadel, but the chancellor vetoed the decision. After Trios pointed a blaster at Jooli to make him change his mind, she ordered her guards to kill the noble, who was blasted by a soldier.
Jooli was a human noble from the Mid Rim planet Shu-Torun. Around 40 BBY, he began serving the Kingdom of Shu-Torun as a chancellor, eventually serving under Princess Trios' father, the king of the planet. Jooli was also eventually appointed as chamberlain. In 0 ABY, the king organized an assassination attempt on the Dark Lord of the Sith Darth Vader that failed, and the king was killed by Vader's droids, 0-0-0 and BT-1. Following the monarch's death, the Sith Lord appointed Trios as the new queen of Shu-Torun and placed the planet under the yoke of the Galactic Empire.
Sometime later, several ore-dukes, a group of nobles of Shu-Torun led by Duke Rubix, rebelled against Trios and the Empire, starting the War on Shu-Torun. Lord Vader was tasked to intervene in force to suppress the rebellion, and he helped the queen survive an attack on the Ancestral Retreat, the palace where she had been stationed. After Trios was brought to safety, Jooli rushed to her, claiming that her position as a war leader was exclusively ceremonial and that she should not have endangered herself. However, Darth Vader interrupted him by igniting his lightsaber and saying that the noble's words were putting him in more danger than the queen was during the attack. The queen defended the chancellor, replying that he spoke in high spirits, and further claimed that she had never been in danger thanks to her "powerful friends."
Later during the war, the Shu-Torun Loyalist/Imperial Delving Fleet moved against Rubix's delving citadel. While the soldiers advanced, Jooli claimed that the queen's palatial drill would remain on the sidelines to observe. After several Imperial drills veered off into the planet's lower mantle, communication with Vader was cut off. Trios decided to attack Rubix's citadel, but Jooli responded that since the queen was young, he held the advisory veto on such decisions. Jooli also refused to let Trios move against the citadel without the necessary Imperial support, but the queen insisted that he had to let her attack, as she was faithful to her allies; however, the chancellor remarked that she was lucky that he was holding her reign.
Trios drew a blaster and pointed it at Jooli, stating that it was his last chance to change his mind. The chancellor, however, reiterated his position on the matter and told the queen to know her place, as he had served Shu-Torun for much longer than she had. The monarch claimed that she was not going to shoot him, ordering her guards to kill the chancellor, and a soldier killed Jooli with a blaster shot. After the chancellor's death, the queen ordered to move against the citadel. Eventually, Trios and the Empire won the war, killing Rubix and subjugating the other dukes.
Jooli was afraid that Trios would be endangered during the war, trying to stop her from getting directly involved in the conflict. Additionally, the chancellor tried to make his seniority and experience prevail against the queen's wishes, which led to his death. He was not faithful to the Galactic Empire and Darth Vader, claiming that Trios' faith was dangerous. Jooli had white hair and beard, tan skin, and brown eyes.
As a noble, Jooli wore a blue and golden-colored robe with a shirt underneath.
Jooli first appeared in seventeenth issue of the Star Wars: Darth Vader comic book series. The issue was written by Kieron Gillen, illustrated by Salvador Larroca, and published by Marvel Comics on March 2, 2016. Larroca stated in a Facebook post that Jooli's design was based on the voice actor Constantino Romero, an idea a reader suggested to the illustrator. Larroca further claimed that he had not mentioned the tribute to Romero to Marvel before the comic's release.
