Oga Garra was the female Blutopian proprietor of Oga's Cantina, a drinking establishment in Black Spire Outpost on the planet Batuu, and was also the local crime boss. Garra was an orphan who was raised by the Hutts. She had leathery gray skin, and the pink-tinged mouth tentacles characteristic of her species.
About four months following the Battle of Crait, Oga caught her Wookiee lover, Dhoran, having an affair with one of Oga's waitresses, the Rodian, Meeba. Oga fatally shot Dhoran and fired Meeba. As she picked over her late lover's corpse, Oga lamented her habit of falling for "the big, hairy, bad boys."
After Vi Moradi began snooping around Black Spire Outpost, Oga had one of her goons, the Karkarodon, Rusko, bring Moradi to her in her hidden cantina office. Moradi confirmed that Oga's suspicions were correct and that she was with the Resistance, and explained her intent to set up a local base. Oga had no love for Moradi's Resistance; regardless, she offered some of Moradi's supplies back to her in exchange for a specific Batuu artifact. Dok-Ondar had been on the search for the artifact to no avail, and Oga, who had a buyer for the artifact, was eager to acquire it directly, avoiding paying Dok-Ondar a cut of the profits. She had previously dispatched multiple people to find the artifact, but they had fallen prey to the various traps left in the Black Spire Ruins by the Ancients. Moradi negotiated permission to use the ruins as a Resistance base, explaining that Resistance troops and pilots around Black Spire Outpost would be good for business and that when they eventually left, the ruins would be left clean and trap-free. Oga agreed to these terms and mockingly welcomed her to Black Spire Outpost.
When Lieutenant Wulfgar Kath of the First Order arrived in Black Spire Outpost, demanding to see Oga, Oga consented to receive him in her hidden office. When Kath offered Oga the favor of the First Order in exchange for giving up Vi Moradi, who he knew as Starling, Oga reiterated what she had told Moradi: Oga cared only about Black Spire Outpost and her own interests. She then offered the First Order her own favor, and information on Starling, in exchange for the mysterious artifact.
It was Moradi who returned with the artifact, a necklace crafted of ethereal blue gems. Oga was incensed to learn that Moradi had stopped by Dok-Ondar's Den of Antiquities, although Moradi was able to pacify the Blutopian. Oga accepted the necklace and confirmed to Moradi that Kath was searching for her specifically. Moradi hinted that Oga may have sold her out, which Oga refuted. She assured the spy that her lost cargo was to be returned to her, and dismissed her.
Oga was also involved in a spat with Zade Kalliday and his partner Valoss. They owed Oga credits, including years worth of docking fees. She sent the pair on a job retrieving a load of from the Wookiee homeworld Kashyyyk to be refined into liquor later. In exchange, Oga would drop the substantial debt. Unfortunately, Kalliway lost both the cargo and his partner after their ship was boarded by the First Order. Returning to Black Spire Outpost empty-handed, a furious Oga impounded his ship..
As conflict between Moradi's burgeoning Resistance cell and Kath's forces escalated, Oga reached out to local scrap merchant Savi, of Savi & Son Salvage, forbidding him from interfering with either of them.
Shortly after Kath’s defeat, Moradi would return to Oga's Cantina, and Oga invited her into her office. Off the record, Oga complimented Moradi. She understood that the First Order’s presence in Black Spire Outpost was bad for the general populace and recognized Moradi's efforts in protecting them from the tyrants. Regardless, Oga stressed that she was still no friend to the Resistance, claiming that if the First Order returned offering money, friendship and respect, she would welcome them with open arms. As their talk wound down, Oga returned to Moradi the long-range comm that had been lost in Moradi's crash. Moradi questioned the reason for the gift, and Oga confirmed that she wanted Moradi to owe her, and to respect her power in Black Spire..
Oga's long term desire for Black Spire to remain untouched by the conflict between the First Order and the Resistance would be in vain. Vi Moradi’s stealth mission would devolve into a full-on occupation by both sides of the war. The Resistance would fully convert the ancient ruins into a functional outpost, and First Order troopers of the 709th Legion would march openly through the streets, lead by Supreme Leader Kylo Ren himself. The Resurgent-class Star Destroyer the Finalizer would be crippled in battle over the planet and escape pods full of Resistance infiltrators would rain down on the outpost. Vi Moradi herself would be captured by Kylo Ren and only managed to escape as Kylo Ren and Rey clashed over Salju's repair bay. As the galactic war raged nearby, Oga was content to run her operations while staying safe in the shadows.
Oga took great pride in her cantina and the prestige she had. She was always looking for ways to improve her business and was involved in almost all commerce that took place in Black Spire Outpost. Although infrequently seen about, Garra's reputation had grown to almost mythic proportions, and she was feared and respected by all the locals. She was interested almost exclusively in keeping matters within the outpost running smoothly and did not identify with the Resistance or the First Order. Her office was located underneath the cantina in Black Spire Outpost, and she kept a pet tooka-cat therein.
