This committee's role was to provide a system of checks and balances on the Chief Manager, who was the elected leader of the city. The Oversight Committee met weekly to scrutinize the Chief Manager's activities; should they find disagreement with a decision made by the Chief Manager, they held the power to request a reevaluation of the action. In the event that the Chief Manager declined to reverse the decision, the Oversight Committee had the authority to initiate a vote of confidence among the city's residents regarding the Manager's leadership.
