Tobias Pall was a Human sergeant of the Royal Naboo Security Forces' Security Guard. During the invasion of the planet Naboo by the Trade Federation in 32 BBY, they, along with a group of fellow Naboo, were rooted out of the swamps by Single Trooper Aerial Platforms via methods Pall stated were similar to the local Gungans hunting for gumbols.

The officer was present at the Gungan Sacred Place when Queen Amidala of the Naboo—after revealing her true identity and the use of a decoy—approached the Gungan Boss Nass with an offer of alliance in an attempt to drive the Trade Federation off the planet. Pall followed Amidala's lead in kneeling before Nass and stood with her after the Gungan accepted the offer. Members of the Security Guard thereafter accompanied Amidala as the Naboo infiltrated the capital city Theed, reconquered the Theed Royal Palace, and captured Trade Federation Viceroy Nute Gunray.

Haden Blackman and released on September 30, 2003, and the name was later attributed to the character from the film in Rogues Gallery: Naboo's Finest!, written by Tim Veekhoven, Sander de Lange, and Kevin Beentjes and included within Star Wars Insider 145, which itself was released on October 22, 2013.
