Caross functioned as the capital city within Togoria. Mirroring the structure of other Togorian settlements, its consistent population consisted exclusively of female Togorians and their offspring, a result of the societal separation between the wandering males and the stationary females. A temporary male population also existed, comprised of those visiting their partners for a short duration each year.
Furthermore, Caross represented the sole area in Togoria accessible for unrestricted travel by individuals from other planets. Male Togorians would return any offworlders discovered outside of Caross without permission to the city's female residents upon their initial infraction. A repeated transgression, however, resulted in their capture and subsequent use as sustenance for liphons.
The male leader of Togoria, known by the title of Margrave, did not reside within Caross. Instead, his mate, or a close female family member, governed matters pertinent to the female population from a traditional residence located in Caross, acting in his stead.
